EXTERNAL INTELLIGENCE AND DIPLOMACY
INTERFACES AND RELATIONS IN THE BRAZILIAN CONTEXT

The historical, legal and practical connections between External Intelligence and diplomacy are wide and deep. Just like diplomacy, Intelligence activity came about with an external leaning, with the central objective of collecting data and producing strategic analyses about countries, agents or external events, in favor of the ruler or the sponsoring State. Despite the established agreement that those activities are not equivalent, the overlap of skills, objectives and procedures between them makes it difficult to identify the distinguishing aspects and to efficiently use the potential of Intelligence’s strategic advisory geared towards a multisector external positioning of Brazil. Notwithstanding the significant foreign academic production on the interfaces and relations between External Intelligence and diplomacy, the theme rests unexplored in Brazilian literature. Neither is specific literature to be found concerning the domestic context. As such, this research intends to carry out a comparative diagnosis about Brazilian reality, based on literature review and input obtained through a survey submitted to current Brazilian civil attachés and diplomats stationed in the same countries. The article aims at comparing skills and practices which characterize External Intelligence and diplomacy, as well as debating the nature of the relationship between those activities in Brazil, with the intent of contributing to the identification of complementarities.
